No heating or hot water for 3 weeks and nits -07c what rights do i have against landlord?

hi there i contacted my landlord via estate agent 3 weeks ago. as my boiler was blocked and not working properly. gas engineer came out said boiler was leaking carbon monoxide badly and he didn,t know how im still alive so therefore removed boiler. so i now have no hot water or heating i have 3 kids a 7yr old 2yr old and 11month old and its now -07c. iv contacted estate agent every day since but they say its got to go through landlord who just keeps coming up with excuses. told me it would be fixed 2 weeks ago. he did,nt even bother contacting me. whenever i phone estate agent they say we will phone you back but never do. iv been to environmetal health who contacted landlord. he promised them that it would be done yesterday a week and a half after he promised me he would have it fixed. yesterday came and not even a phone call. i contacted estate agent who said they will get someone to get back to me got no reply so phoned them today and same old story. they now say it could be a few more days. the whole family is now ill with flu. and my patience is wearing thin now. any advice on where i stand would be much appreciated thanks.
