Can you take a 'Hobby Horse' onto the races (Horse races)?

I'm helping my husband arrange a stag do and they are all going to the Horse Races in Leeds. He's dressing the groom as a Jockey for the day but I thought it would finish off the outfit if he took a 'Hobby Horse' (i.e... Horse's Head on a stick that kids usually play with). Will he be able to take this onto the Races or could it be clased as a 'weapon'?
